Chris Zebroski, Matthew Lund and Joe Anyinsah all had decent opportunities to break the deadlock but couldn't hit the target at a blustery Don Valley Stadium in Sheffield.
Zebroski's opening arrived in the 20th minute when he beat Rotherham's offside trap and defender Johnny Mullins, but then shot into the side netting.
Three minutes later, Mustapha Carayol got to the byeline and cut the ball back across face of goal – where Matthew Lund somehow failed to find the net from a yard out, the ball rolling wide of the post.
And just before the half-hour mark, Cian Bolger's ball over the top sent Zebroski away down the right. His cross reached Anyinsah eight yards out, but the forward totally miscued his attempt on goal.
Rotherham looked out of sorts in the opening period – so much so that there were ironic cheers from home fans when they won their first corner of the game in the 29th minute.
Scott Griffiths fired high and wide of the target for the Millers on the half-hour and Lewis Grabban saw a shot deflected over the bar in the final action of the half, but opportunities for the home side were limited.
